U okviru projekta SuSTainable instalirano je već 10 elektrana od planiranih 14, a tijekom listopada očekuje se njihovo postepeno puštanje u rad. Također, najavljen je i novi ambiciozan plan za sljedeću godinu implementacije novih 30-ak solarnih elektrana.
Kako je već najavljeno, radovi će vjerojatno trajati kraće od predviđenih 14 mjeseci, što potvrđuju i pozitivne reakcije nakon posjeta predstavnika donatora, Odbora financijskog mehanizma, Nacionalne fokalne točke i Upravitelja Programa „Energija i klimatske promjene“.
U radni posjet su 20. rujna 2023. stigli visoki predstavnici norveškog Ministarstva vanjskih poslova: zamjenik glavnog direktora Odjela za europske poslove i međunarodnu trgovinu Leif Trana, koji je ujedno i predsjednik Odbora za financijski mehanizam Europskog gospodarskog prostora (EEA) i Norveškog financijskog mehanizma. Zatim, Jon Erik Strømø, direktor Odjela za središnju Europu pri ministarstvu te viši savjetnik istog Odjela, Asmund Eriksen. Prisutni su bili i uvaženi predstavnici Veleposlanstva Kraljevine Norveške u Zagrebu Helge Klouman Marstrander, zamjenik šefa misije, potom viša projektna savjetnica Maja Dodić, kao i Tori Hoven, jedna od direktorica FMO-a (Ureda za financijske mehanizme pri EEA) te Dimitra Fellner u ime OECD-a (Organizacije za ekonomsku suradnju i razvoj).
Voditelj projekta, Drago Blažić, ujedno i prvi čovjek Odsjeka za strateško planiranje i provedbu projekata Grada Splita, otkrio je uvaženim gostima detalje o dinamici provedbe radova u proteklim mjesecima. Teme su bile projektne aktivnosti, nabava, komunikacija s ostalim projektnim partnerima i eventualni financijski izazovi, no g. Blažić je sa zadovoljstvom istaknuo kako nije bilo nikakvih poteškoća prilikom provedbe projekta.
U sklopu radnog posjeta, uvaženi gosti obišli su dvije osnovne škole, OŠ Žnjan-Pazdigrad i OŠ Pujanke, na čijim krovovima su već postavljene fotonaponske elektrane u sklopu projekta SuSTainable. Uz uvažene goste, posjetu su nazočili i predstavnici Nacionalne fokalne točke (Iva Novak, Natalija Laštro, Kristina Tatarović i Mara Miljak) te ispred Upravitelja Programa i Programskog partnera Lovre Karamarko, Ivana Bobovečki, Ines Plašć i Srećko Tamburović.
Osim ravnatelja spomenutih škola Željka Jurina i Branimira Glavinovića, cijenjene goste dočekali su u ime Grada Splita pomoćnica pročelnice Službe za razvoj Grada Splita Vedrana Franić, zatim voditelj projekta Drago Blažić, tehnički koordinator projekta Hrvoje Akrap, direktor Split parkinga d.o.o. Davor Matošić te predstavnici izvođača radova tvrtke Espera d.o.o. i stručnog nadzora iz tvrtke Oslonac d.o.o.
Sljedećeg dana, 21. rujna 2023. predstavnici Grada Splita i projekta SuSTainable sudjelovali su u Zadru na Konferenciji predstavljanja dosadašnjih postignuća u okviru provedbe Financijskog mehanizma Europskog gospodarskog prostora (EEA) i Financijskog mehanizma Kraljevine Norveške 2014. – 2021. u Republici Hrvatskoj.
Voditelj projekta SuSTainable Drago Blažić i tehnički koordinator projekta Hrvoje Akrap zastupali su Grad Split na Konferenciji na kojoj je istaknuto kako je u sklopu Financijskog mehanizma Europskog gospodarskog prostora i Norveškog financijskog mehanizma Hrvatskoj na raspolaganju više od 100 milijuna eura.
Ulaganja se između ostalog odnose na područje solarne energije, što je i područje interesa Grada Splita. S obzirom na to da Grad Split najavljuje realizaciju novih 30-ak solarnih elektrana u 2024. godini, očekuje se da se suradnja s Financijskim mehanizmom Europskog gospodarskog prostora nastavi i dalje, na obostrano zadovoljstvo.
Veleposlanik Kraljevine Norveške Arne Sannes Bjørnstad na spomenutoj konferenciji je izrazio zadovoljstvo što se namijenjena sredstva troše na pravi način i raduje se nastavku i proširenju suradnje u budućnosti.
Zaključno napominjemo, kako se u okviru projekta SuSTainable postavljajuju fotonaponske elektrane na 14 javnih objekata u vlasništvu Grada Splita, čime će se povećat proizvodnju električne energije iz obnovljivih izvora za 795 MWh godišnje te osnažiti energetska neovisnost i značajno smanjiti ispust CO2.
Osim osnovnih školi Žnjan-Pazdigrad i Pujanke, fotonaponske elektrane krasit će i osnovne škole Brda, Lokve-Gripe, Kamen-Šine, Mejaši, Ravne njive-Neslanovac, Stobreč, Visoka i Žrnovnica, potom dječje vrtiće Mala sirena, More i Ružmarin te dvoranu Košarkaškog kluba Split na Gripama.
Projekt SuSTainable financiraju države Islanda, Lihtenštajna i Norveške putem Financijskog mehanizma Europskog gospodarskog prostora (EEA) za razdoblje 2014. – 2021. godine u okviru Programa „Energija i klimatske promjene“. Njegova je ukupna vrijednost 650.152,44 eura ili nešto manje od 4,9 milijuna kuna, dok je postotak sufinanciranja 85%.
The visit of the donor, Programme operator and Programme partner to the SuSTainable project
As a part of the SuSTainable project, 10 solar power plants out of the planned 14 have already been installed, and the gradual transition from electric to solar power is expected during October. Also, a new ambitious plan for the implementation of 30 new solar power plants was announced for next year.
As already announced, the implementation will probably last less than the planned 14 months and the status of the project implementation gained the positive reactions during the visit of representatives of donors, the Financial Mechanism Committee, the National Focal Point and the "Energy and Climate Change" Programme Operator.
Esteemed representatives of the Norwegian Ministry of Foreign Affairs arrived at a working visit on September 20th , 2023: Deputy Director General of the Department for European Affairs and International Trade - Leif Tran, who is also the chairman of the Committee for the Financial Mechanism of the European Economic Area (EEA) and the Norwegian Financial Mechanism. Then, Jon Erik Strømø, director of the Department for Central Europe at the Ministry, and senior advisor of the same Department, Asmund Eriksen. Also present were respected representatives of the Embassy of the Kingdom of Norway in Zagreb, Helge Klouman Marstrander, deputy head of mission, then senior project advisor Maja Dodić, as well as Tori Hoven, one of the directors of the FMO (Office for Financial Mechanisms at the EEA) and Dimitra Fellner on behalf of OECD (Organization for Economic Cooperation and Development).
The Project manager, Drago Blažić, who is also the head of the Department for Strategic Planning and Project Implementation of the City of Split, revealed to the distinguished guests’ details about the dynamics of the implementation of works in the past months. In the focus of his presentation were project activities, procurement, communication with other project partners and eventual financial challenges, but Mr. Blažić pointed out with satisfaction that there were no difficulties during the implementation of the project.
During the visit, esteemed guests visited two elementary schools, Žnjan-Pazdigrad Elementary School and Pujanke Elementary School, on the roofs of which photovoltaic power plants have already been installed as part of the SuSTainable project. Also, the visit was attended by representatives of the National Focal Point (Iva Novak, Natalija Laštro, Kristina Tatarović and Mara Miljak) and the Programme Operator and Programme Partner Lovre Karamarko, Ivana Bobovečki, Ines Plašć and Srećko Tamburović.
In addition to the principals of visited schools, Željko Jurin and Branimir Glavinović, the esteemed guests were welcomed on behalf of the City of Split by the assistant to the head of Development Department of the City of Split - Vedrana Franić, then the project manager Drago Blažić, the technical coordinator of the project Hrvoje Akrap, the director of Split parking Ltd. Davor Matošić and representatives of the contractor Espera Ltd. and professional supervision from the company Oslonac Ltd.
The following day, on September 21st representatives of the City of Split and the SuSTainable project participated in Zadar at the Mid- term conference within the implementation of Financial Mechanisms 2014-2021 in Croatia.
SuSTainable project manager Drago Blažić and technical project coordinator Hrvoje Akrap represented the City of Split at the conference where it was highlighted that more than 100 million euros are available to Croatia as part of the Financial Mechanism of the European Economic Area and the Norwegian Financial Mechanism.
Among other, the investments relate to the field of solar energy, which is also an area of interest for the City of Split. Given that the City of Split is announcing the construction of around 30 new solar power plants in 2024, it is expected that cooperation with the Financial Mechanism of the European Economic Area will continue.
At the conference the Ambassador of the Kingdom of Norway, Arne Sannes Bjørnstad expressed satisfaction that the intended funds are being spent as planned and looks forward to the expansion of cooperation in the future.
In conclusion, as part of the SuSTainable project, photovoltaic power plants are being installed on 14 public buildings owned by the City of Split, which will increase the production of electricity from renewable sources by 795 MWh per year, strengthen energy independence and significantly reduce CO2 emissions.
In addition to the elementary schools Žnjan-Pazdigrad and Pujanke, photovoltaic power plants will be installed at the elementary schools Brda, Lokve-Gripe, Kamen-Šine, Mejaši, Ravne njive-Neslanovac, Stobreč, Visoka and Žrnovnica, then the kindergartens Mala Sirena, More and Ružmarin and the sports hall of the Split Basketball Club at Gripe.
The SuSTainable project is financed by the states of Iceland, Liechtenstein and Norway through the Financial Mechanism of the European Economic Area (EEA) for the period 2014-2021 within the "Energy and Climate Change" Programme. Its total value is EUR 650,152.44 while the percentage of co-financing is 85%.
